For maintenance the city’ enterprises stable economic growth the significant investments, which can support their competitiveness due to new technologies and manufacture modernizations introduction are required.
Taking into account the internal resources limitation, the main attention should be given to the statement of maximum favorable investment environment for direct foreign investments.

In the 1st half-year, 2005 the direct foreign investments receipt into the city’ enterprises have amount 0,649 million US dollars, thus receipts from the CIS countries have amount 0,1 %, and from the other far abroad countries - 99,9 %. The direct foreign investments as per the progressive total have amount 68,9 million US dollars.

The following economic activities are investment-attractive to the foreign investors: the food industry and agricultural products processing, machine-building and additional and transport services.

The non-residents portfolio investment total amount in the 1st half-year, 2005 is 472,83 thousand UAH.

The city’ investment portfolio of 32 investment projects received from the interested organizations of all kinds of ownership was drawn up in the city council. The suggested projects concern the important spheres of city’ life and are directed to the townspeople’s life conditions improvement. In particular, projects of the apartment houses’ thorough repairs, public transport modernization, improvement of health services, etc. are offered for consideration. Projects are directed to solving the problems connected with potable water clarification, water supply and water removal system functioning in city (that will result to ecological situation improvement).

For potential investors attraction the city executive committee works on creation and filling the information register in which the information about the city enterprises’ free spaces and areas, not involved industrial areas and equipment, and also city banks’ credit conditions are placed.

The information material about city’ investment projects is constantly distributed through the Internet and other mass media. The Nikolaev city Internet - portal (http://www.gorsovet.mk.ua), on which the information about the city’ industrial enterprises, the investment projects, not involved capacities and equipment, financial - credit establishments, the Nikolaev city council executive committee’ external economic and investment activity and etc. are placed, was developed and entered into operation in 2003.

The city council’ session has adopted the Program of attraction the Ukrainian and foreign investments to Nikolaev city in 2004-2006, which included the city’ positive investment image creation, information distribution about the possibilities of money investment to the Nikolaev infrastructure for potential investors, the investment process effective support maintenance by local government that will help to increase a profitable part of the budget.
